Specific Responsibilities

The work in financial management assessment and supervision to all MDF financed projects in Aceh and Nias shall include:

* Carrying out a Financial Management assessment of any new projects that are prepared under the MDF. The FM assessment will mean assessing the capacity of the recipient entity to adequately account for and report on all receipts and expenditure with due regard to economy and efficiency. The assessment would include review of the financial management systems of the recipient entity including a review of the internal controls.
* Preparing a project supervision plan for all the MDF financed operations in Aceh and Nias, based on a risk based approach, taking into consideration inputs from the project appraisal document or equivalent), audit reports, project progress reports, supervision mission reports and discussions with task team members.
* Reviewing the adequacy of the project financial management systems for projects under supervision, including review of internal controls. This review would include review of adequacy and effectiveness of project organization structure, accounting, financial and operational controls, and any needs for revision; level of compliance with established policies, plans and procedures (FM Manual); reliability of accounting systems, data and financial reports.
* Carrying out a transaction review. The transaction reviews undertaken will include reviews with respect to contract terms and eligibility criteria under loan agreements, and verification of payment transfers from Treasury Office (KPPN) records for disbursements to the intended beneficiaries (for the government administrated project).
* Review of whether all MDF funds have been used in accordance with the conditions of the relevant financing agreements, with due attention to economy and efficiency, and only for the purposes for which the financing was provided.
* Review whether clear linkages exist between the accounting records including accounts books and the Project Financial Statements; and all necessary supporting documents, records, and account have been kept in respect of all project activities.
* Where Special Account has been used, review if these have been maintained in accordance with the provisions of the relevant financing agreement; and project expenditures as reported by the project implementation agencies are reconciled with the amounts withdrawn from the Special Account and the amounts deposited to the special account are reconciled with the amounts disbursed from the World Bank.
* Review quarterly FMRs and file in the system.
* Analyze the risk and prepare adequate documentation for generation of FM Ratings and to update the project information in the system.
* Review and analyse annual audit report received from all MDF finances projects and follow up.
* Other steps that may be considered necessary to meet the work objectives.

Outputs

* Financial management assessments.
* Financial management supervision reports.
* Financial management rating datasheets for reviewed projects.

Selection Criteria
The consultant should possess the following characteristics:

* Tertiary / professional Accountancy education (Accountant).
* Preferably a Certified CPA (BAP).
* Work experience in financial accounting or auditing in a large organization or firm at least 5 (five) years.
* Has adequate knowledge of financial management in the government.
* A combination of audit experience and operating accounting experience would be ideal.
* A good understanding of financial controls.
* Sharp eye for details, a head for numbers.
* Fluent in Bahasa Indonesia and English.

* University degree in civil/environmental or public/environmental health engineering or related field.

* Overall management the CO Inventory system to ensure adherence to CARE policies and procedures.

General Management:

* Provide leadership for all administrative activities of the CO to include the following: ongoing analysis on administration cost and system; efficient integration of administrative activities, and; policy and procedure development and implementation.
* Supervise and manage the administrative team in the CO
* Develop the administration Annual Operating Plan (AOP) each year. Also, implement the Individual Operating Plans (IOP) and Annual Performance Appraisal (APA) system each FY all administration staff.

QUALIFICATIONS:

* Degree in Business Administration
* At least 6 years working experience in administration or office management with minimum 3 years experience in managerial position
* Humanitarian aid experience (NGO) isn’t a must but is an advantage
* Intensive knowledge and experience in administration or office management
* Strong knowledge of procurement, supply chain and asset management.
* Strong interpersonal and intercultural skills
* Fluency in English and Indonesian

Simeulue Island Program has been working in Simeulue for 3 years, and within the Livelihoods sector, has been working with communities to develop organic plantations of a mix of cocoa, banana and coconut. The program is interested in expanding upon this activity through the creation of a pilot project in agroforestry, considering the aspects of four tier agroforestry and holistic forest management. This will require community agreement on communal land use, natural resource management (including watershed management) and long-term planning. This position is created to implement the Agroforestry Pilot Project for CARE in Simeulue in several villages of Teupah Selatan sub-district. The position is also created to ensure the appropriate quality, planning and oversight of the Agroforestry Pilot Project cooperation agreement with a national NGO for an area outside of CARE working areas. 75% of the Agroforestry Specialists time will be spent in the field, covering the areas determined for Teupah Selatan, while the remaining 25% of the Specialists time will be spent coordinating with the national NGO and providing oversight of the cooperation agreement.

RESPONSIBILITIES:

* Coordinate and provide oversight of Agroforestry Pilot Project partners (national NGO) activities
* Provide support and assistance where necessary for Agroforestry Pilot Project partner
* Create, implement, monitor and evaluate agroforestry pilot project conducted within CARE Simeulue working areas

PT PLN (Persero) Wilayah Kalimantan Selatan Dan Kalimantan Tengah membuka kesempatan bagi putra-putri terbaik lulusan SLTA untuk

Program Beasiswa Ikatan Dinas Diploma 1.

Proses seleksi menggunakan sistem gugur, hanya pelamar yang memenuhi persyaratan saja yang berhak mengikuti seleksi tahap berikutnya.

1. Usia per 17 Mei 2008 tidak lebih dari 22 tahun; atau kelahiran 17 Mei 1986 dan setelahnya.

3. Foto copy raport semester 1 s/d 6 yang dilegalisir (khusus untuk kelulusan th. 2008 semester 1 s/d 5);

4. Foto copy Akte kelahiran / Surat kenal lahir;

5. Daftar Riwayat Hidup (CV) dengan mencantumkan alamat diri (untuk surat menyurat) lengkap dengan kode pos, dan nomor telepon/HP;

6. Pas Foto berwarna terbaru ukuran 4 x 6 sebanyak 3 lembar;

7. Surat Keterangan berbadan sehat dan tidak buta warna dari Dokter;

8. Surat Pernyataan Diri di atas Materai Rp. 6.000,- yang menyatakan bahwa :

a. Tidak pernah terlibat dalam penyalahgunaan Narkoba dan Zat Adiktif lainnya serta tidak pernah dikenakan sanksi pidana;

b. Bersedia untuk di tempatkan di Unit kerja PT PLN (Persero) Wilayah Kalimantan Selatan Dan Kalimantan Tengah;

c. Belum menikah dan bersedia tidak menikah selama masa pendidikan;

d. Tidak mempunyai ikatan dinas dengan instansi lain.

Description of Responsibilities :
Under the supervision of the Programme Specialist responsible for the Unit, and the authority of the Director of UNESCO Jakarta Office, cluster Office for Brunei Darussalam, Indonesia, Malaysia, Philippines and Timor Leste Regional Science Bureau for Asia and the Pacific, the incumbent shall:


1. Take charge of the Social and Human Science programme (SHS) of Jakarta Office, particularly paying attention to:

* Initiate implementation of activities under the Regular Programme of JAK in SHS for the current biennium;
* Support the National Bioethics Commission of Indonesia in its preparations for hosting the Ninth Asian Bioethics Conference (3-7 November 2008);
* Support the ongoing medical ethics curriculum development in Indonesia, and evaluation of medical ethics;
* Help to prepare an event linked to the MOST (Management of Social Transformation) prize proposed by Indonesia;

2. Develop a draft programme outline in SHS for the Jakarta cluster, identifying intersectoral niches between the work of SHS and other sectors in Jakarta Office, and specifically facilitating linkages between SHS and Education (Education for Sustainable Development), with Communication and Information (CI), and with Natural Sciences on the ethics of energy technologies projects and environment ethics; and
3. Develop ideas for extrabudgetary support in the fields of MOST and Human Rights;



Competencies:
- Strong management skills, including ability to provide strategic guidance, technical oversight, build strong teams, develop work plans, attract funding, and manage budgets and project expenditures.
- Excellent written analytical, presentation and reporting skills, with proven skill in writing reports and project management plans/delivery reports.
- Interpersonal and communication skills for living and working in a multi-cultural environment.
- Fluency in English.

Qualifications:

- Advanced university degree.
- Experience in research work in the field of science and technology ethics, bioethics, social development, human rights, and/or sociology;
- A minimum of eight (8) years relevant professional experience in the fields of human and social sciences as listed above.
- Experience in dealing cooperatively with persons and institutions in a wide range of positions, including NGOs, academics, government officials, experts and lay persons.
- Experience in programme development, resource mobilization, coordination and implementation in an international organization.

Indonesia is a lower middle income country for which international assistance, including from the World Bank, is expected to play a strategic role in implementing policies for accelerated growth and poverty reduction. Indonesia's current portfolio consists of 27 lending operations with $2.9 billion in commitments and over a billion dollars in Trust Funds. Particularly, in response to the Government of Indonesia’s (GOI) request, the World Bank and several donors and donor agencies agreed to establish in April 2005 a multi donor trust fund called the Multi Donor Fund for Aceh and Nias (MDF) to support a post-earthquake and tsunami emergency rehabilitation and reconstruction program in Indonesia.

The Multi Donor Fund is a trust fund administered by the Bank and constitutes pooled funds (US$680 million) contributed by 16? donors, including the European Commission, Dutch, USAID, and the Bank to provide grant financing for priority projects under the Government of Indonesia’s Reconstruction Program for Aceh and Nias.

The Multi Donor Fund is governed by a Steering Committee. The Steering Committee is supported by a Secretariat that has been established by the Bank as a Trustee, for coordinating the day-to-day operations of the Multi Donor Fund.

The Secretariat is primarily responsible for coordinating the overall work program of the Multi Donor Fund. The Secretariat is based at the World Bank Office in Jakarta.

The Secretariat is led by the World Bank designated Program Manager of the Multi Donor Fund. The Program Manager is assisted by a full time staff based in Jakarta and Banda Aceh. In the Jakarta office, the team is composed of a Deputy Program Manager, coordinating the day to day activities, a Communications officer, a Finance and Administration Officer, a Monitoring and Evaluation Officer, and Team Assistant. In the Banda Aceh office, the team is composed of the Deputy for Aceh and Nias, a Portfolio officer, a Monitoring and Evaluation Officer and a Communications Officer. In addition when expertise is needed, the Secretariat engages external consultants or brings in support from other sectors of the World Bank.

Duties and Accountabilities

The Program Manager of MDF, is a key member of the Indonesia Country Management Unit headed by the Country Director. S/He: (i) participates in the development and updating of the strategy for reconstruction in Aceh region and Nias island, and for any other response to emergency situation in Indonesia that trust funds could finance; (ii) oversees the program of activities of the MDF during preparation and implementation of projects, (iii) coordinates closely with Senior Officials in the Government including the reconstruction agency (BRR), Donors and Partners Agencies; (iv) ensures the adequate functioning of the Secretariat (coordination, communication, finance, monitoring and evaluation, reporting, and quality); (v) manages the budget of the MDF (about US$10 million; (vi) oversees a cross-sectoral portfolio of projects from World Bank and Partners Agencies (e.g., UNDP and WFP) (vi) manages the Secretariat teams in Jakarta and Banda Aceh; (vii) ensures the monitoring of the results framework for the MDF and report on the results and outcomes of the recovery program; (viii) proposes any activity that could enhance the performance, the operation and the financing of the MDF; and (ix) reports any activity in the MDF operation that will not be in accordance with fundamental principles of good governance.

Based on business development, the Program Manager could be in charge of additional Multi-Donor Trust Fundss that the Secretariat could manage in addition of the MDF for Aceh and Nias. As of today the MDTF for the post earthquake reconstruction in Yogyakarta region (US$80 million) is being managed by the Program Manager for the MDF for Aceh and Nias and a MDF 2 for the Aceh province is under discussion (US$10 million).

The Program Manager of the MDF has the following specific responsibilities:

Work with senior government officials, BRR management, Governor of Aceh, NGOs, Bank country and sector management and other donors agencies to set strategic priorities of MDF .

Ensure that MDF funds get committed to high priority activities of the GOI and endorsed by the Steering Committee and implemented efficiently;

Effectively communicate and promote effective utilization of MDF funds in line with strategic priorities, ensuring the quality of the activities funded, and adherence with terms and conditions agreed with the donors;

Ensure sound financial management of the MDF, and maintaining financial information on expected and paid-in donor contributions, MDF commitments, and disbursements;

Maintain close and effective operational collaboration with major donors, exercising effective diplomacy and tact and acting with a high degree of responsibility and independence in working with staff in donor agencies offices to build consensus on approaches and solutions to issues;

Lead MDF fund-raising efforts;

Ensure that Donors are informed of the ongoing activities on the ground (organize field visits, presentations, etc) and that visibility is given to all donors; initiate activities related to strengthen communication and visibility of the MDF;

Ensure that adequate supervision is undertaken with all due diligence with BRR, Bank, Donors or Partner Agencies on an ad hoc basis;

Closely monitor portfolio performance and flag issues for follow up/resolution with donors, Management and sector units. Assess the quality of preparation and supervision of activities by Bank and Partner agencies and propose improvement when needed;


Supervise the administration of the MDF under the provisions of the Bank's agreements with the donors, and ensure alignment with evolving country policies and donor positions;

Prepare regular reports to Country, Regional and Senior Bank Management, the Steering Committee, Donors, and the Government of Indonesia;

Guide Bank participation on the MDF Steering Committee;

Supervise the Secretariat team in formulating its work program and ensuring that all deliverables meet high quality standards and are completed on a timely basis.

Coordinate the activities of the MDF office (portfolio, administration, security, staff, ) in Banda Aceh and the satellite office in Nias.

Reporting arrangements and Location

The Program Manager reports to the Country Director. The position is located in the World Bank Jakarta office and the incumbent will travel frequently to Aceh and Nias.

Selection Criteria
The successful candidate would meet the following criteria and demonstrate the following skills and behaviors:

• PhD or equivalent degree in relevant field/discipline and 12 years (15 years with a Masters Degree) of relevant experience including Bank Operational experience (or equivalent experience) , preferably in more than one Vice Presidential Unit, including at least one Region.
• Recognized as an operations/portfolio expert in multiple sectors by peers, senior staff and managers
• Actively shapes, drives and provides high level contributions is a strong self-starter
• Responds quickly to client demands, finds ways to enhances development effectiveness
• Has strategic skills, is innovative and pragmatic in problem-solving
• Promotes operational harmonization and dialogue/alignment among development aid donors
• Has independent judgment, ability to influence, knows to balance multiple stakeholder expectations and objectives
• Designs, implements and monitors work programs, ensures operational quality of deliverables and services
• Strong communication skills
Experience in management of a Multi Donor Fund would be a plus.

Position Requirements:
* Being very organised to cope with the multiple partners, donors

* Ability to communicate fluently in English (as almost all
business is conducted with partners, donors and Scientists in English);
knowledge of French would be an advantage;
* Computer literate, including spreadsheets.

The consultant will be an integral part of the PREM Team and Conflict and
Development Team based in Banda Aceh. The consultant's main responsibility
is to lead the expansion of the tsunami expenditure tracking system to
development needs due to the conflict and track expenditures province-wide.
Specific responsibilities will include:

· *Consolidating existing data to include needs resulting from the
tsunami, the conflict and other sources of poverty**.* This is to determine
whether a stand-alone post conflict need assessment is required and
identifying new sectors needed to capture expenditure gaps outside of
tsunami affected areas;

· Assisting the team to collect physical and financial progress data
(including commitments, allocations and disbursements) from a wider range of
donors, government agencies, and NGOs if needed; and consolidating and
analyzing the data as a key input to the Multi-stakeholder Review;

*· *Developing a common and usable dataset from multiple types and
sources. The consultant is expected to organize and consolidate the data and
information collected in a usable format *that allows for analysis;*

· *Undertake technical analysis of the consolidated data and provide
regular and ad hoc draft monitoring reports and outputs as required on the
physical and financial progress of post-conflict and reintegration

· *Supporting and providing technical analysis to PREM team in

*Qualifications*

**· Masters degree or above in economics, public finance, accounting,
regional development or related discipline.

· Minimum 2 years working experience with issues related to
post-conflict development, reconstruction development, regional government
budget (APBD).

· Proven track record and strong analytical skill in quantitative and/or
qualitative academic research

· Excellent communication skills and good oral and written English
language skills;

· Ability to work effectively in a team, particularly in the Aceh
context

· Good report writing skills

FFI supports initiatives in Indonesia to conserve elephants, tigers and orangutans and their habitats, implementing projects through partnerships with governments, agencies, NGOs, civil society organizations and communities. Our current programme is focused on Sumatra, but includes projects on Java and Kalimantan. FFI has worked in Aceh since 1999 and is now supporting conservation in the context of post-tsunami reconstruction through a programme of inter-related projects.

FFI and Leuser International Foundation (LIF) are implementing the “Integrating Environment and Forest Protection into the Recovery and Future Development of Aceh Project”, a USD 17.5 million, 4.5 year initiative funded by the Multi-Donor Trust Fund for Aceh and North Sumatra to mitigate negative impacts of reconstruction interventions on the forests of Aceh. FFI is focusing on the Ulu Masan forest ecosystem to: 1. establish multi-stakeholder governance and constituencies for forest protection, strengthen monitoring and protection, and develop sustainable conservation management institutions; and 2. strengthen environmental and conservation considerations in spatial planning processes, develop conservation awareness programs, and support community based forest rehabilitation for livelihoods and environmental services. The project is being implemented in conjunction with FFI’s existing programme in Aceh.

The Aceh Forest and Environment Project and Aceh Programme Technical Manager will be responsible for technical programme implementation and management with special focus on protected area management within a multi-stakeholder governance framework in synergy with other programme components (policy/integration, sustainable livelihoods, communication and awareness building). The position will be based in Banda Aceh with travel to Jakarta. Annual salary depending on experience will be in the range of USD 65,000 – USD 75,000 plus benefits.
